Democrats are changing their transgender message. Republicans say they’re just flip-flopping

After absorbing more than $215 million in anti-transgender advertising during the 2024 cycle — anchored by the ubiquitous 'Kamala is for they/them; President Trump is for you' spot — a growing number of Democrats in red and purple districts have begun recalibrating their rhetoric on transgender issues, particularly on transgender girls in women's sports and gender-affirming care for minors. By the 2026 midterm cycle, candidates like Ohio's Marcy Kaptur ('boys should not play in girls' sports'), Texas Senate hopeful James Talarico (who reversed to oppose trans-athlete participation and gender-reassignment surgery for minors), Iowa's Rob Sand and Sarah Trone Garriott, and North Carolina's Don Davis were running direct-to-camera ads distancing themselves from the party's prior positions — triggering backlash from LGBTQ+ groups, the Equality Caucus, and progressive activists, and accusations of 'flip-flopping' from Republicans like Ken Paxton.

How each side frames it

left
"Democrats were hammered with misleading attacks on transgender issues"
"Trans people have been existing and co-existing," receiving health care and participating in society for years... "Nothing new happened"
"There is no poll result that could make me turn on marginalized people"
"a crowd of 1,000 met him with silence. A lone attendee yelled out that Sand was a 'coward.'"
"The party that was focused on culture wars, the party that was focused on trans people was the Republican Party"
center
"about 7 in 10 registered voters think that transgender women and girls should not be allowed to play on women's and girls' sports teams"
"James Talarico says he opposes transgender surgery for minors. Is he flip flopping?"
"an increasing number in red and blue states are distancing themselves from their party's unflinching support for the transgender community's policy priorities"
"Silence is deadly, and I think we played that out in 2024"
"I'm tired of the moralizing of my vote, as if my civil rights and safety are 'purity politics'"
right
"This is just the latest example of Talarico masquerading as a moderate when the truth is he's the most radical Democrat to ever run statewide in Texas history"
"Four Dems in tight races backpedal on trans messaging — after voting to support biological men in women's sports"
"But Kaptur's voting record in the House shows the opposite. Last year, the Ohio Democrat opposed... the Protection of Women and Girls in Sports Act"
"no amount of flip-flopping can change his long history of saying and voting for policies that endanger our children"
"Democrats favor "transgender for everybody""

[verified] Roughly 7 in 10 registered voters think transgender women and girls should not play on women's/girls' sports teams (Quinnipiac June poll)
[verified] A majority of Democrats (about 55%) are not comfortable with athletes playing on teams that don't match their sex at birth (Pew)
[verified] Marcy Kaptur ran an ad stating 'I voted with Republicans to keep transgender ideology out of our schools... And boys should not play in girls' sports'
[verified] James Talarico reversed to say he opposes gender-reassignment surgery for minors and trans athletes in girls' sports when safety/fairness is at stake, after earlier opposing such bans
[verified] Rep. Seth Moulton said he didn't want his daughters playing sports against transgender athletes, sparking intra-party backlash; he later lost a primary issue-wise associated with it

The narrative clash

Whether the shift reflects genuine policy evolution or exposes prior insincerity/radicalism
Left: They painted her as something I don't think she is... They painted her as a far-left liberal
Right: This is just the latest example of Talarico masquerading as a moderate when the truth is he's the most radical Democrat to ever run statewide in Texas history
Whether the candidates' new positions match their records
Left: Talarico's spokesman said he opposed the 2023 bill, known as SB 14, because it went far beyond just banning such surgical procedures for children... it stripped critical healthcare away from Texas children suffering from rare genetic diseases
Right: But Kaptur's voting record in the House shows the opposite. Last year, the Ohio Democrat opposed — along with 205 other members of her caucus — the Protection of Women and Girls in Sports Act
Whether the trans issue moved votes in 2024
Left: It didn't change one vote," Ellis argued. "But it did make the world way more dangerous for trans people
Right: This election was when the dam broke... Republicans have now figured out how to win parts of the culture war where Democrats are out of step with the American people
Who made trans issues the center of the culture war
Left: Republicans are the ones obsessed with trans issues; Democrats were just on the receiving end.
Right: Democrats themselves held an 'unflinching' trans-rights agenda that their own candidates now see as a liability.
Principle vs. public opinion
Left: Protecting a marginalized group is a moral commitment that polling should not change.
Right: A large majority of voters oppose trans women in women's sports, and the party has to reckon with that.
